October 2015: Medical Marijuana Regulation and Safety Act (MMRSA) enacted in California. MMRSA empowered counties to regulate licensing and zoning in their own jurisdictions.
January 2016: Humboldt County implemented a regulatory framework with the following goals:
- Transition the current cultivation industry to a broad compliance regime to protect patient safety, ensure public security, and to promote sustainable and environmentally responsible production
- Comply with the MMRSA framework, especially licensing and track and trace
- Protect the Humboldt Appellation to secure the economic future of the county and the integrity of county-produced medical cannabis products
June 26, 2016: Governor Jerry Brown signed SB 837 – a budget trailer bill which, among other things, modified the state's regulatory framework to incorporate a shift from the term "marijuana" to "cannabis" in referencing California's diverse medical program. The regulatory framework is now referred to as the Medical Cannabis Regulation & Safety Act – MCRSA.
August 1, 2016: Humboldt County initiated the Humboldt Proof of Origin Pilot Program, which combines a secure Proof of Origin stamp with anti-counterfeiting measures and an information management and sharing platform to securely identify, track and trace medical cannabis products that originate in Humboldt County.
The pilot runs from August to November 2016 and includes participating operators ranging from cultivators to manufacturers to distributors to dispensaries. The program aims to validate the benefits of secure track and trace, and to promote broad compliance with existing and future regulation.
All medical cannabis cultivation and associated activities related to participation in the County' s medical cannabis pilot project will be conducted in compliance with the Compassionate Use Act of 1996 (codified at Health and Safety Code Section 11362.5) and California Medical Marijuana Regulation and Safety Act. All medical cannabis products produced by participants in the pilot project will be distributed only within the State of California.
