California Cannabis Proof of Origin

The Project

In October 2015, California enacted the Medical Marijuana Regulation and Safety Act (MMRSA), which empowers counties to regulate licensing and zoning in their own jurisdictions.

On June 26, 2016, Governor Jerry Brown signed SB 837—a budget trailer bill which, among other things, modified the state's regulatory framework to incorporate a shift from the term "marijuana" to "cannabis" in referencing California's diverse medical program. The regulatory framework is now referred to as the Medical Cannabis Regulation & Safety Act—MCRSA.

In 2016, several California counties and cities proactively implemented medical cannabis programs consistent with this regulatory framework with the following goals:

  • Transition the cultivation industry from its operating model to a broad compliance regime to protect patient safety, ensure public security, and to promote sustainable and environmentally responsible production
  • Align with the MCRSA framework, especially as it relates to licensing and track & trace
  • Protect local appellations to secure the integrity of locally produced medical cannabis products
